The Urban Security Center is the brainchild of the municipality and the jewel of its crown. It is aimed at swiftly providing the local residents with the necessary services, and serves as a combined service center.
The center serves as the control and command center of the Beitar Ilit Municiaplity and the defense department.
The center's purpose is to channel all public inquiries and complaints of any problems or dangers to the suitable factors within the municipality and to provide monitoring and supervision.
In addition, the center is in constant contact with external factors, such as the National Roads Company, the Electricity Corporation, the Mekorot Water Company and neighboring councils. The center also provides the local residents with crucial information, such as road blockings and other irregular activities on the nearby access roads.
The center serves the residents when immediate response is necessary or when certain services are needed beyond the official working hours of the different municipality departments.
As a security center, the urban center also coordinates activities with all the relevant defense and security factors, such as the IDF, the Border Police, the Civil Administration, the Fire and Rescue Services and MDA, and operates the city's security company and defense sources.
The center is frequently visited by security officers from across the country, by the advice of the Home Front Command and the National Emergency Management Authority, and is outfitted with state-of-the-art communication and control systems and advanced visual equipment. The urban security center is coordinated with all emergency services, the IDF and the police.
As of lately, the "Mafneh 5" exercise is administered from the operations room of the urban security center in the new emergency ward in the city. The high-quality achievements of the center are due to the online ability of control and report, and to the up-to-date and sophisticated equipment in the center, which, as has been reported by experts, is one of its kind in the country.
The center operates 24 hours a day, 7 days a week,
all year round by qualified personnel, including Yom Kippur, Shabbat and Holidays (by gentile staff). The personnel have accesses to a wide range of SUV's and unique communication systems.
The security company, which is operated by the municipal security department, serves 55 schools and preschools in the city and is supervised by the municipal educational institutions' security officers.
Around 60 educational institutions which are not eligible to the security services are supervised by an educational institutions inspector, under the authority of the security officers.
The urban security center is equipped with closed-circuit video camera screens, which provide concurrent visual images from all potential danger zones surrounding the city. Thus, any attempt to attack the city can be thwarted immediately.
