The Urban Safety Headquarters which operates within the Shefa Department was established in 5766 and was the first of its kind in a Haredi settlement. The headquarters operates in cooperation with the Ministry of Transportation and the National Road Safety Authority, and has received much praise for its work.

Not for naught have the Rabbanim and Gedolei Yisrael ruled that the laws of transportation are equally important as the laws of the Shulchan Aruch. The city rabbis have recently reviewed the importance of road safety to the local residents in various events and activities.
Public transportation in the city of Beitar Ilit is widely used – about 500 intercity rides are carried out each day on 5 separate bus lines, catering to the largest child population in Israel to and from their educational institutions. Due to the unique lifestyle of the local residents, who are not exposed to the general media, learning about road safety via other means is of great importance.
The headquarters operates public relations activities on the topic of bus rides on erev Shabbat and Yom Tov, as well as during the period of Bein Hazemanim, when thousands of people travel to and from Beitar Ilit. During the summer vacation, the headquarters holds special activities in schools for schoolchildren and their parents, in cooperation with the Education department and the "Chaftzenu L'Chaim". Within the framework of this unique project, the children take part in prize contests and special activities, all while learning about road safety in a fun, enjoyable way.

• The erection of a training center on a 2-dunam municipal lot, which will be financed by the municipality, the Ministry of Transportation and the National Road Safety Authority. A unique training center for bike riders will be established on the site
